They're not painful, but those scales can certainly be annoying... the tiny dry skin patches that can leave flakes on your clothes and even worse, attract the "skin peeling" habit to personally remove each fleck.
I'll let you know which product(s) I use when my skin becomes flaky and scaly but first, let's look at some of the causes.
Reasons for Dry, Scaly, Rough Skin

Insufficient essential fatty acids: these are needed to keep the skin hydrated. Brittle hair is another symptom.

Your skin's pH balance is high (too alkaline)

Your skin's microbes (germs) that are bad can make your skin environment stressful

Chronic Inflammation: Inflammation is a common underlying factor in many chronic skin conditions. Identifying and addressing the root causes of inflammation, such as food sensitivities, environmental toxins, and stress, can significantly improve skin health.

Hormonal Imbalances: Hormones play a crucial role in skin health. Imbalances in hormones like thyroid, estrogen, and cortisol can disrupt the skin's natural oil production and barrier function.

Dehydration and Environmental Factors: Inadequate water intake and exposure to harsh environmental conditions can strip the skin of its natural oils, leading to dryness and scaling.
Solutions to Fix It
Fix from the inside (and out)

Avoid sugar, carbohydrates, seed oils (especially soy)

Include more fat soluble vitamins into your diet

Consume more flaxseed (include oils) and chia seed

Consume more foods rich in Omega-3

Avoid petroleum-based products and lotions

Be aware of skin care product ingredients that can strip the skin of its natural oils

Use a humidifer in dry rooms, and consume plenty of water
SKIN CARE PRACTICES & PRODUCTS FOR DRY, SCALY SKIN
DO THIS: First, be aware of using hot water in the shower, which can strip the skin of its natural oils. Make sure that your skin care and soap does not contain detergents or ingredients that mess with the skin's pH balance.
USE THIS: I personally rely on Beesilk Jr when my skin is scaly but not rough, or the Beesilk Lotion Bar when it feels rough along with scaly.
